VETOES the Connecticut Healthcare Partnership
Governor Rell
sided with insurance companies, brokers and the Connecticut Business
and Industry Association (CBIA) over workers when she vetoed the
Connecticut Healthcare Partnership earlier this month. The legislation
would have opened the state employee health insurance plan to
municipal employees, non-profit organizations and small businesses. H.B. 5536, passed both chambers,
would have expanded the size of the state plan and used its
increased bargaining power to negotiate lower insurance rates for
everyone. Municipalities could have passed the savings on to
taxpayers in the form of property tax relief.
